relations with China, it will certainly

require before long, or anyhow when a peaceful

situation has been restored in China, expert

assistance from outside and probably financial

help from outside also. If it is to serve

purely local ends, it is a question for serious

consideration whether the Government can afford

even to spend as much money on it as it do es

at present, with reference to other educational

needs in the Colony. I see that the Governor

expects that Dr. Sloss' letter will be laid

before the Secretary of State.
